Why can't I share stuff with people outside my Business account?

The administrator of your Dropbox for Business account determines whether team members can share files and folders with people outside the team. If you can’t invite non-team members to a shared folder or you can't share links to files and folders with non-team members, your admin probably doesn't allow it. Please check with your admin about what's allowed on your team.
